Catena Trust Bank is hiring a Compliance Program Manager to build and operate its compliance-management, fiduciary, third-party-risk, and affiliate-transaction programs.

The role reports to the Chief Compliance Officer and partners with the Chief Trust Officer inside a novel regulated financial-services environment focused on AI agents, stablecoins, custody, and payments.

Responsibilities

Core Responsibilities

• Help establish and run the Trust Bank's Compliance Management System.
• Lead fiduciary compliance for custody, investment-management, and trust activities.
• Operate third-party-risk management across the vendor lifecycle, including affiliate-provided services.
• Administer affiliate transactions and support market-terms analysis under Sections 23A and 23B and Regulation W.
• Oversee non-financial-crime compliance obligations including privacy and unfair or deceptive acts or practices.
• Track regulatory developments and deliver compliance training.
• Prepare committee and Board materials and support examinations and audits.

Requirements

Required Experience and Skills

• At least five years of compliance experience at a bank or trust company.
• Understanding of a bank Compliance Management System and second-line oversight, including risk assessment, testing, issue management, and reporting.
• Understanding of conflicts-of-interest and self-dealing controls in a fiduciary context.
• Strong policy, procedure, and Board-material writing skills.
• Sound judgment and initiative in an ambiguous build-from-scratch environment.

Preferred Qualifications

• Fiduciary and trust compliance experience under 12 C.F.R. Part 9.
• Third-party-risk experience aligned with OCC Bulletin 2023-17.
• Knowledge of Regulation W, digital assets, stablecoins, fintech custody, AI or ML systems, OCC supervision, or a de novo charter.
• CRCM or a comparable certification.
